Entry to the territory of the Russian Federation
ISSUES OF LEGAL STATUS AND MIGRATION REGISTRATION OF
FOREIGN CITIZENS AND STATELESS PERSONS IN THE RUSSIAN
FEDERATION ARE REGULATED BY THE BASIC LAWS:
• Federal Law No. 115-FZ of July 25, 2002 “On the Legal Status of Foreign
Citizens in the Russian Federation “
• Federal Law No. 109-FZ of July 18, 2006 “On Migration Registration of
Foreign Citizens and Stateless Persons in the Russian Federation.”
• Federal Law No. 163-FZ of June 27, 2018 “On Introducing Amendments to
the Federal Law on Migration Registration of Foreign Citizens and Stateless
Persons in the Russian Federation”
• Federal Law No. 114-FZ of July 15, 1996 “On the Procedure for Exit from the
Russian Federation and Entry Into the Russian Federation” ( article 27,
paragraph 5, provision of a medical insurance policy on the territory of the
Russian Federation )
• Federal Law No. 195-FZ of December 30, 2001, Code on Administrative

7.   INITIAL MIGRATION REGISTRATION 

INITIAL MIGRATION REGISTRATION
UPON ENTERING THE TERRITORY OF THE RUSSIAN FEDERATION EVERY FOREIGN
CITIZEN IS REQUIRED TO HAVE:
- a completed migration card
- a visa valid on the territory of the Russian Federation;
- a medical insurance policy
On arrival at the place of study, you are required to register at the place of stay no later
than 7 working days with the Office for Migration of the Department of the Ministry of
Internal Affairs for Ulyanovsk region
For this purpose:
Newly-arrived students need to show up at the International Student Center (42 Leo Tolstoy St.,
office 49) with their passport, migration card, the ticket from the border point to Ulyanovsk for
the preparation and subsequent submission of documents to the Office of Migration of the
Department of the Ministry of internal Affairs for Ulyanovsk region in order to be registered for
90 days.
Foreign students returning from the university vacations can be registered for 90 days or for
the period of validity of the visa.

ATTENTION! Providing false information for
migration registration is regarded as
administrative offence (Code of Administrative
Offences of the Russian Federation, article 19.27)
- Students from the CIS countries shall visit the
International Students Center 30 days before the
expiry of migration registration. They need to have
copies of all pages of their passport, study contract,
as well as originals of passport, migration card and
notification of migration registration for stamping
the migration card with the allowed period of
temporary stay in the territory of the Russian
Federation.
-Students from the visa zone need to extend their
visa. To do this, they need to come to the
International Student Center 60 days before the
expiry date of the visa with their passport, a copy of
the study contract, 1 photo (3 cm x 4 cm, matte) and
the stamp duty receipt (1600 rubles).

9. CHANGING OF THE TEMPORARY RESIDENCE PLACE

When changing the temporary residence place in the
territory of the Russian Federation (staying at a hotel,
medical organization of any type, moving from one
address of residence to another in Ulyanovsk), foreign
students are required to bring to the
International Student Center their passport, the
migration card, the notification of migration registration
in order to be registered at the new place of residence.
ATTENTION! In accordance with the Federal Law No. 163-FZ of June 27,
2018, all international citizens are required to be registered strictly at
the actual residence address.

Loss of
documents
ATTENTION! For violation of the above-mentioned
Russian laws by foreign citizens, administrative
responsibility is imposed in the form of a fine or
deportation, in accordance with the Code of
Administrative Offenses of the Russian Federation.
- In case of loss of the international passport, foreign
citizens are required to immediately contact the
nearest police station at the place of loss or
discovery of the loss in order to obtain a certificate
of the incident. They are also required to notify the
International Student Center of the incident. Foreign
student are expected to take measures on their own
to restore lost (stolen) documents.
In case of loss of the migration card or the
notification of migration registration, foreign citizens
are required to apply within 3 days to the Office of
Migration of the Department of the Ministry of
internal Affairs for Ulyanovsk region at the following
address: Ulyanovsk, 39 Radishcheva Street, building

11. EMPLOYMENT OF FOREIGN CITIZENS 

Federal law No. 16-FZ of February 25, 2020 “On Amendments to the Federal Law" “On the Legal Status of
Foreign Citizens in the Russian Federation“ simplified the employment procedure for foreign citizens and
individuals without citizenship studying at Russian vocational education and higher educational
institutions".
These changes allow full-time students enrolled in main professional degree programs, which have been
accredited by the government, to work in their free time without a work permit and a patent.
