Actual problems of commercial banks deposit policy
1. Actual problems of commercial banks deposit policy
Irina Sindeeva2. Deposit policy - a set of measures of a commercial bank, aimed at defining the forms, tasks, content of banking activities on the formation of bank resources and their planning and management.
The main elements of deposit policy are:definition of the objectives of the bank problems in this area
the development of rules for operations on deposits
determination of the optimal combination of various types of
deposit and deadlines of their storage
development of rules of opening and closing of deposit
accounts
definition of conditions for using the account
3. The situation in 2014 is the result of the simultaneous occurrence of two negative trends:
Structural problems of a resource economic modelFalling oil prices
Economic sanctions
In the banking sector:
the outflow of client funds from banks
the increase in problem bank assets
since the beginning of 2015 the Central Bank has revoked the
licenses from more than 60 banks (the aggregate amount of
assets does not meet the obligations to depositors)
4. Now there is the following situation
almost half of the deposit market is accounted for deposits of more than 1 million rubles.,these contributions do not belong to more than 1.5 million depositors, that is 1% of Russian
population.
in fact, the dynamics of the deposit market is completely determined by less than 20% of
the population
the credit market, in contrast, accounted for the bulk of consumer loans, most of which are
provided to the poorest segments of the population.
In fact, the market of deposits and consumer loans are communicating vessels: a citizen
can send his savings to the increase of deposits in banks, and maybe - to pay off the loans.
As a result, Russia has formed a very specific banking market: there are more borrowers
than the depositors (they are a halt items more) and borrowers are predominantly in the
most low-income segments of the population, and investors - to the more affluent ones. At
the same time no more than 1% of the population control half of all deposits and 85% of the
total deposit growth is determined by only 3% of the population.

6. The problem of the development and implementation of optimal deposit policy banks is one of the most pressing at the moment.
a deposit partly contributes to curb inflation, diverts resources from the economy and thepopulation of commodity turnover, which reduces the pressure of the money supply to the
market of goods and services.
the banks themselves are not able to develop in a sustained and sustainable way without a
reliable resource base. They can not develop, in particular, credit operations with limited
resources.
7. Thus the objectives of this work are:
