Object of research: national projects as a special form of project management
in the public sector.
Subject of research: the implementation of the goals of the national project
"Youth and Children" by government bodies of the Russian Federation.
Goal of research: to develop scientifically grounded recommendations for
improving the mechanisms of implementing the goals of the national project
"Youth and Children," based on a comprehensive analysis of the activities of
government administration bodies.

To test this hypothesis and solve the assigned tasks, the following set of methods is
used:
1.Theoretical methods: theoretical analysis, retrospective analysis, and comparative
analysis of approaches.
2.Comparative legal method: used to define the target benchmarks of the national
project "Youth and Children" and to divide powers between the federal, regional, and
municipal levels of public authority.
3.Document analysis: used to study the reporting of government bodies on the
progress of implementing the national project "Youth and Children" for the period
2025–2026.
