INTRODUCTION• The Russian Federation as the main construction-leader country of the Nord
Stream 2 is deeply alarmed by the environmental condition of the Baltic Sea.
Our nation completely believe that the future the European region
environment (especially the Northern Europe) depends on the Baltic Sea
which is suffered from oil and possible toxic pollution from factories and
different liners, ships etc. In addition, the Baltic Sea was one of the main trade
seas for centuries that means the greater human influence on this biosphere.
Bearing in mind these facts, Russian Federation is interested in building only
ecologically safe pipeline route.

MAIN PART• In this case, the Russian Federation has engaged the expert commission for state
environmental expert review (SEER) under the Russian Federal Service for Supervision of
Natural Resource Use (RosPrirodNadzor) issued a positive conclusion on the project
documentation for the Nord Stream 2 Pipeline in Russia. The expert commission
concluded that implementation of the project in Russia is feasible and compliant with

• Moreover, Nord Stream 2 AG, the developer of a pipeline to supply Russian natural gas to
the EU market through the Baltic Sea, submitted the environmental impact assessment
(EIA)1 report and project documentation to RosPrirodNadzor in November 2017 for
state environmental expert review, which adopted the material recommendation
construction under the control of EIA.

POSSIBLE SOLUTIONS• The continuation of construction under the control of the
organization, as well as taking into account existing environmental
agreements and recommendations;
• Provision stable gas supplies for other available pipeline routes in
accordance with existing gas agreements between countries such as
but not limited to:
a) Ukraine,
b) Latvia
c) Estonia
d) Lithuania etc.

CONCLUSIONIn conclusion, we are open for any cooperation in order to achieve
proper Nord Stream 2 construction. The government of Russia is
fully confident that the usage of gas from the Nord Stream 2
can help the EU meet its goal of reducing CO₂ emissions 40
percent by 2030.
