In the first chapter "Theoretical and methodological
foundations of management of regional development projects
in the conditions of virtualization of the economy" the
essence, principles and problems of regional management in the
conditions of virtualization of the economy are systematized. A
study of the features of regional development project
management systems in the conditions of the development of
modern technologies was carried out. Methodical approaches to
evaluating the effectiveness of management of regional
development projects are revealed.

In the second chapter "Assessment of the effectiveness of
management of regional development projects under
virtualization conditions" the effectiveness of the processes of
formation and implementation of regional development projects
in Ukraine is analyzed. The trends in the development of the
virtual economy and their influence on the processes of public
administration are revealed. The benchmarking of the readiness
of the regions of Ukraine for the processes of virtualization of
public management of regional development projects and
programs is substantiated.

Blockchain technology
Three-dimensional printing
According to the Gartner Business Chain Value Forecast, after the first phase
of growth in 2018-2021, investment flows and the creation of new successful
models are expected to increase in 2022-2026, which is expected to lead to an
expansion of their market worth more than 3 trillion. USA dollars
The further development of three-dimensional (3D) printing could disrupt
manufacturing processes, encouraging international trade in designs rather than
finished products. Developing countries will have to rethink traditional
production processes.
Internet of things (ІоТ)
In 2018, more "things" (8.6 billion) than people (5.7 billion) were connected to
the Internet, and the number of IoT connections will grow by 17% per year and
by 2024 their market will exceed 22 billion.
5G networks
5G networks can handle about 1,000 times more data than today's systems. In
2019, 72 mobile operators tested 5G, with a larger rollout expected to begin
only in 2025.
Cloud computing
Cloud computing is transforming traditional business models by reducing the
need for in-house IT professionals, offering the flexibility to scale and
consistently deploy and support applications. According to experts' forecasts,
by 2025, their penetration level will be more than 36%.
Robotics
Global sales of industrial robots doubled between 2013 and 2019, according to
the International Federation of Robotics. This trend will continue and sales are
expected to increase to 840,000 units by 2024.

The third chapter "Ways of improving the project
approach to regional development management based on
virtualization" substantiates the strategic directions of regional
development design at the current stage of digital transformation.
The conceptual foundations of the project management of the
region in the conditions of the virtualization of the economy are
revealed. Ways to optimize public project management on the
basis of virtualization in the context of the needs of post-war
reconstruction and development of the regions of Ukraine are
proven.

Rebuild better than it was
The restoration and development of settlements will be carried out on the basis of
the best international practices with the use of modern solutions and "green"
technologies, which will make it possible to make a significant transformational
leap for the communities and regions of Ukraine.
Openness and
transparency
The state will continue to ensure free access for all citizens of Ukraine and
international partners to the plans and actions of state authorities at all stages of
recovery and development of Ukraine.
European integration
Completing each task of the recovery plan will contribute to Ukraine's rapid
approach to fundamental European values and standards, and the eventual
acquisition of membership in the European Union.
Sustainable development
The recovery and development of Ukraine will be ensured taking into account the
global goals of sustainable development of the United Nations.
Energy independence
Decarbonization of buildings and life support systems due to a significant increase
in their energy efficiency and an increase in the use of renewable energy sources in
communities will allow Ukraine to completely abandon the import of fossil fuels
(in particular, natural gas of Russian origin).
Inclusivity
Creation of a favorable environment for equal access to opportunities for all
citizens, increased involvement in solving development problems of all segments
of the population, as well as fair distribution of material and social benefits.
