For good reason:
- At first people did not know that they
should receive benefits;

- And thirdly, people can not get their
benefit is achieved, which put them
under the law.

If we want the welfare state was an
ideal, state should take care about the
integrity of distribution of benefits
and payments,
to teach people to enjoy their rights.

Of course the state can not only deal
with this issue, but there are social
workers, which should help people in
matters of this kind. But that social
services work properly, they need
highly of qualified workers, which
should be about learning to take care
of the state.

As for the medical care that the state
should provide free medical
necessary instruments and medical
staff to do the work more comfortable
and choose for the people who will
serve the work, not the bosses!
