1. We Introduce our Dream State.
In this presentation, we would like to tell you about the ideal welfare state. So, this state is situated at the Citadel , that is an
ancient space station and is named after it. The station is the political, cultural and financial center of the galactic community.
The Interests of the majority of races are represented by embassies. The Citadel authorities are located in the Citadel Council
Chamber. All the decisions are taken by The Main Council, that seriously influences the life of the whole galactic community!
So let's have a look at what this wonderful country is!
3. The Citizens.
The Citizens of the Citadel are mostly wealthy people. The unemployment problem does not exist, because the state provides
all its citizens with the right to have a job. The most common professions are : doctors, engineers , builders, teachers and
soldiers who have a willing to fight for their homeland. People of serious professions get the highest salaries from the state
authorities. People in Citadel live among the high-tech things. Houses and the general environment are equipped with the
newest things made according to advanced technologies.
5. Benefits.
Despite the highest salaries, some people from time to time are starved with finance. However, the state helps them with
social benefits. For example, pensioners or retired people are provided with pensions, families in a difficult financial position
are entitled to family credit. People with disabilities receive a mobility allowance. Children and unemployed people also
receive benefits such as a child benefit and an unemployment benefit. Widows receive a widow’s pension for their dead
husbands. All of these benefits from the government help people to stabilize their level of social life.
7. The Citadel Security Of Citizens.
A special organization called SSC provides protection of the people, In other words, it is the Security Service of the Citadel.
This police force is subordinate to the Council of the Citadel. SSC has 200 000 employees, which provide protection and order
at the station. They also perform customs control , search and rescue operations. The Citadel Security is responsible for the
protection and try to make the life of citizens less dangerous.

The Alliance System is the independent government, which represents the interests of all mankind. The main goals of the Alliance
are the control and protection of its citizens and the nature around the space station inside the solar system. The system of the state
government is highly developed. The members of the Government are responsible for the lives of their citizens, providing them with
the necessary social benefits, good medical care, modern technologies and high salaries ; in this way they help to increase the
quality and length of people’ life. Besides, the Alliance System operates in the main social spheres such as social security, medical
care and insurance. As for insurance, it is compulsory, free and organized by the state.
4. Elderly People.
We believe that old people are those people, who need respect, appreciation and take special care of their lives and health. We all
know that the elderly become ill and disabled, suffer difficulties and the fear of death, have a variety of health and financial
problems, often live a boring life, and become incapable of living independently. They need regular care, nursing and treatment.
That’s why, the elderly in this state are always in the centre of attention and get a quality care. They are provided with special
social payments, get a high pension and are entitled to invalidity pension and mobility allowance. More than that, it's great that the
government tries to make the lives of old people happy, interesting and healthy, organizing various activities for them, such as
meeting with friends, reading, travelling, gardening and sports activities to maintain their mental and physical abilities.
6. The Citadel Health Service.
The medical health care system of the Citadel is a great and developed system, which cares about the health of their citizens. The
most important advantage of the system is that it provides all people with free, but at the same time high-quality care. Medical
insurance is organized by the state and it’s public, free and compulsory. Also we can say that the medical system is provided with the
new equipment, is rich in high-quality modern technologies and highly developed, improved techniques. In our opinion, the most
important medical tools are panatselin and instrumentron. Panatselin is a universal medicine, which is used by paramedics, the
emergency doctors and the military. Panatselin is an anesthetic of local action, disinfecting and styptic means, genetically designed
bioplasma. Panatselin is the most relevant and useful, because it can cure a person quickly of almost all diseases and heal even the
most severe wounds. As for instrumentron, it is also a necessary and reliable multipurpose tool. Instrumetronom is a hand-held
device, that combines the microcomputer, the analyzer and microburst, that can check the state of a person.
8. Conclusion.
We can still talk a lot about this country, but it’ the time to sum up. The Citadel is the perfect welfare state, because it provides its
citizens with everything necessary for their life. All citizens have the right to quality health care and education, despite their
income. By the way, having access to high technology and knowledge in the sphere of science, people need not fear for their lives.
The responsible people from SSC, who know what to do are always ready to protect them from harm or danger. We are convinced
that this state has productive and good future.
