IMPLEMENTATION OF INNOVATIVE DEVELOPMENTS IN PRACTICE
An annual competition called "The Best
Innovative Idea of the Year" is regularly organized
among young specialists working in the system. Based
on the commission's conclusion, the project selected
as the winner is implemented, resulting in an average
annual savings of 1.2 billion soums. Furthermore, the
authors of the winning project are appropriately
rewarded and incentivized.

EMPLOYEE VOCATIONAL RETRAINING
A center specializing in welding has been
established based on the branch of Tashkent State
Transport University located on the territory of
JSC "Quyuv-mexanika zavodi" (Foundry and
Mechanical Plant).
At this center, in collaboration with specialized
institutions (such as P.O. Sukhoy Gomel State
Technical University of the Republic of Belarus),
150 employees enhanced their qualifications in
January-February of this year. They participated in a
program on "Electric Arc Welding Technology in an
Argon Protective Gas Environment," which was
developed based on the requirements and suggestions
of potential employers. To support and motivate these
employees, their skill grades were subsequently
increased.
145 specialists who successfully passed the final
exams of the training course were awarded
international certificates in accordance with the
international standards ISO 21001-2018 and ISO
9001-2015.

11.

Priority Tasks
Priority tasks planned for implementation in 2026
1. To shape and develop the employer's positive image (HR brand) in the labour
market, which enables the recruitment of the best employees to achieve the
company's strategic goals, for the selection and recruitment of new staff, including,
Utilising various methods, including posting vacancy information on the Company's
corporate website and social media, and conducting interviews with graduates of
higher and professional education institutions.
2. To develop a system for assessing the efficiency of the staff recruitment, selection
and adaptation processes, and to automate and centralise them in stages.
3. To attract talented graduates to the company and its subsidiaries, collaborate with
Tashkent State Transport University and with prestigious foreign higher education
institutions under signed agreements.
4. To create a recruitment system via an e-HR electronic platform, based on
advanced IT technologies, that comprehensively assesses employees' potential and
achievements, and determines the suitability of candidates' CVs against the required
qualifications.
5. To develop and improve induction processes for new employees, fostering a clear
understanding of their roles and responsibilities, extensively utilising a mentor-mentee
system to develop a positive attitude towards the role, increase loyalty and job
satisfaction.
Opportunities created by the digitalisation of the human resources
management sector
1. Creating and improving a corporate system for staff training and
development.
2. Managing performance by improving the system for staff appraisal
and reward.
3. Enhancing employee competencies through the development of
personal development plans and the use of staff rotation mechanisms.

The Society's staff training and development is aimed at fostering a culture of continuous learning and development, and in this regard throughout 2025.
- The professional skills of over 3,000 employees were enhanced,
- Over 300 drivers and train operators were retrained,
- 65 drivers and train operators were retrained for the electric trains
being purchased from Hyundai Rotem,
- 60 highly skilled welding specialists were trained at the training
centre specialising in welding,
- Engineering personnel were trained to service rolling stock and to
localise the production of modern passenger electric trains in the
future,

- As part of the implementation of the provisions of the President of
the Republic of Uzbekistan's Resolution No. PQ-345 of 30 September
2024 'On Measures to Further Improve the National Qualifications

been developed for 64 occupations and specialities.
- In the 2026/2027 academic year, 240 employees were enrolled in
dual-form education;
- 20 young people were sent to study at prestigious foreign higher
education institutions;
- Within the framework of the "Development of Engineers in Industry"
project, 20 design engineers were trained across enterprises in the
railway transport sector;
In the 2026/2027 academic year, a further 200 employees were
recommended for external study on a fee-paying contract basis,
following interview results.
