ALL CITIZENS HAVE EQUAL ACCESS TO THE
INTERNET OR DIGITAL SKILLS.
THERE IS ALSO A PROBLEM OF LIMITED ACTIVE
PARTICIPATION, SINCE MOST INTERACTIONS ARE
SERVICE-BASED RATHER THAN DECISION-BASED.
ADDITIONALLY, TECHNICAL ISSUES AND SYSTEM
FAILURES MAY REDUCE TRUST IN DIGITAL
PLATFORMS.
THESE WEAKNESSES SHOW THAT DIGITAL TOOLS
ALONE ARE NOT ENOUGH FOR FULL COMMUNITY
ENGAGEMENT.

OUTCOMES AND IMPACT
THE IMPLEMENTATION OF EGOV.KZ HAS
LED TO SIGNIFICANT IMPROVEMENTS IN
PUBLIC SERVICE DELIVERY.
IT HAS INCREASED THE SPEED AND
CONVENIENCE OF SERVICES AND
REDUCED CORRUPTION RISKS BY
MINIMIZING DIRECT CONTACT WITH
OFFICIALS.
IT HAS ALSO SUPPORTED THE BROADER
PROCESS OF DIGITAL TRANSFORMATION IN
KAZAKHSTAN.
HOWEVER, ITS IMPACT ON REAL CITIZEN
PARTICIPATION IN DECISION-MAKING
REMAINS LIMITED, AS MOST ENGAGEMENT
IS PASSIVE RATHER THAN ACTIVE

REPRESENTS AN IMPORTANT STEP
TOWARD DIGITAL GOVERNANCE AND

KAZAKHSTAN.

GOVERNMENT SHOULD EXPAND
PARTICIPATORY TOOLS, SUCH AS

DECISION-MAKING PLATFORMS
