• A comprehensive plan for the implementation of NDCs has been developed with an emphasis on gender sensitivity,
covering the sectors of mitigation, adaptation, and measures with calculations of mitigation potential, costs of
implementation of measures and financial framework for resource mobilization.

guiding action and policy towards a sustainable, low-carbon future.

Sub-outcome 3.1: Climate change policies and actionsSubnational and local level:
Initiated district-level climate risk profiling to understand local risk dynamics and trends to improve strategic planning and
adaptation at subnational and community levels. Risk mapping and modeling at the AO level should indicate
prevention/mitigation/response frameworks to enable comprehensive integration of risk management and gender considerations in
the provision of agrometeorological information.
Communities most vulnerable to climate change are provided with access to assets and finance to build climate- resilient value
chains to protect, improve and improve their incomes and nutrition
Sectoral level:
were developed and approved to improve the professional capacity of employees of key ministries (MPRETN, Ministry of
Emergency Situations, MEC, Ministry of Agriculture, Ministry of Health) for national adaptation planning. Trainings on the
preparation of climate products and statistical indicators were organized for the sectors of emergency situations, healthcare,
biodiversity conservation and agriculture . Kyrgyzhydromet and NSC

• A gender assessment of 5 strategic documents in agriculture and forestry was carried out , including the Concept
for the development of the forestry industry of the Kyrgyz Republic for the period until 2040 and the new Action
Plan for 2024-2028.
• Climate Services for Farmers and Communities was deployed to transform climate data into a set of practical
recommendations for local implementation.
• Piloting a parametric insurance mechanism in the livestock sector to ensure risk transfer from the most vulnerable
members of the community, and developing risk transfer solutions based on the private insurance sector.
Environment:
• The collection of data on population mobility in relation to climate change has begun as part of the research
initiative “Assessing the Nexus of Migration, Environment and Climate Change in Mountain Regions” for 20232025.
• Trained 10 GIS/remote sensing experts for ecosystem/resource management, developed a draft digital National
Atlas of Environmental Change , purchased IT equipment/software and expanded regional cooperation in Central
Asia

• Budget analysis to improve the financial aspects of adaptation to climate change in MPRETN, Ministry of
Emergency Situations, Ministry of Agriculture, Ministry of Health
• An assessment of the green finance market was carried out for a feasibility study on the establishment of a green
finance mechanism to be established under the newly established State Development Bank.
Climate monitoring and statistics:
• 8 automated weather stations , strengthening the capacity of Kyrgyzhydromet in the field of meteorological
observations, 13 agrometeorological observation stations received upgraded measuring instruments to improve
the collection and monitoring of agrometeorological parameters.
• Financial and expert support has been mobilized to develop an ETF project proposal for Kyrgyzstan with monitoring,
reporting and verification (MRV) requirements under the UNFCCC

• Research has been prepared on the impact of climate change on sexual and reproductive health .
• Implemented a multi-purpose climate change communication strategy : messages and articles, video reports
on capacity building activities and climate services highlighting the importance of climate change adaptation,
national and regional sessions on climate change resilience and gender issues, platform for sharing solutions to
ensure climate resilience with a gender perspective
• A review of current practice in mapping and monitoring glacial lakes in Central Asia was completed to develop
best practice guidance.
• Completed collection of data on human mobility in the context of climate change in the mountains for a fullscale study

Local community support:
• Training of 313 women and 37 men in plant protection, water and soil conservation technologies .
• Organized 141 members of Self Help Groups (SHGs) and Local Government Units (LGUs), including 125 women, to
share knowledge on vegetable cultivation .
• Introducing drought and heat tolerant seeds and drip irrigation systems .
• Training on soil and water conservation to enhance adaptation to climate change and efficient use of natural
resources.
• 4,866 community members and smallholder farmers were trained to use climate information and weather forecasts
to plan the growing season.
• Sustainable pasture management and gender-sensitive income generation opportunities (e.g. compost production,
coarse wool processing).
• Installation of 3 artificial glaciers in remote pastures in the Aksy district of the Jalal-Abad region.
• Installation of six electronic pasture fences in Aksy, Ala-Buka and Aravan regions.
• Supply of agricultural and wool processing equipment to SHG associations .
• Realized _ _ 396 community-based projects benefiting 19,540 people from disaster risk reduction and climate change
adaptation.
• 106 schools, 92 kindergartens and 8,230 hectares of agricultural land were protected from potential natural hazards .
• 120 kilometers of roads and 76,000 meters of drinking water pipelines were built to improve the resilience of
communities living in disaster-prone regions, including 22,829 families gaining greater access to clean drinking water.

Sub-outcome 3.1: Climate change policies and actionsInitiatives to improve air quality in Bishkek
• Social media campaign and interaction with politicians : Conducted a social media campaign to disseminate the
results of UN system air quality assessment reports in Bishkek. An Analytical Brief was developed to address the
problem of air pollution in Bishkek based on research by the UN System and development partners, and
activities to coordinate measures in the field of air pollution were supported.
• Health: Supported a WHO training workshop in Bishkek aimed at strengthening national capacity to assess
health risks associated with air pollution. Technical sessions were organized jointly with the Ministry of Health
(MoH) to discuss the estimation of disability-adjusted life years (DALYs) caused by air pollution , improving
understanding among health professionals. An environmental health action plan has been developed to reduce
air pollutant emissions and mitigate health impacts on urban populations . More than 300 young volunteers have
been mobilized to conduct awareness-raising activities on environmental health issues.
• Raising awareness: Assisting MPRET in developing a national air pollution awareness campaign , scheduled to be
broadcast on national television in the first quarter of 2024. Launched the STEM4Girls initiative , which teaches
teenage boys and girls STEM subjects to promote leadership development and engagement in green skills.

Sub-result 3.2: Energy• The Program “ Implementation of energy saving and energy efficiency policy in the Kyrgyz Republic for 20232027” has been developed, as well as an Action Plan for its implementation and a Matrix of indicators for
monitoring and evaluating the implementation of the Program.
• of the National Human Development Report on energy vulnerability has begun . The report will focus on the
relationship between human development, access to energy resources, issues of energy poverty and energy
security, as well as a just energy transition in the Kyrgyz Republic. The report will make a number of
recommendations for a more inclusive national energy policy.
• Regional project “Improving the energy efficiency of the global construction supply chain and its products to
create high-performance buildings” was launched
• Strategies and technologies to achieve carbon neutrality by 2050 were identified , resulting in the UNECE Carbon
Neutrality Toolkit for evidence-based policy development

Sub-result 3.3 : Environmental protectionNational level:
• Finalization of the Third Environmental Performance Review (EPR)
• Updating the Land Code and developing a Concept for the development of the agricultural land market for 20232027 and an action plan for it
• Support in promoting the draft law "On biological safety in the Kyrgyz Republic" , review of current legislation,
analysis of policies and strategies. The fourth national report on the implementation of the Cartagena Protocol on
Biosafety has been submitted to the secretariat. Supported the development of national capacity to develop and
implement biosafety policies and measures.
• A discussion has been initiated on the development of national inventories of air pollutant emissions in accordance
with the requirements of the Convention on Long-Range Transboundary Air Pollution
• Developed and approved Compilation Guide _ plans management of protected areas and instructions for leaving PA
budget . Conducted education everyone employees of protected areas in Kyrgyzstan .
• A roadmap and recommendations for the introduction and expansion of artificial glacier technology have been

Sub-result 3.3 : Environmental protectionNational level:
• The National Forum on Sustainable Management of Natural Resources was held to organize the National Platform CSFOR for policy dialogue between stakeholders on the process of administrative-territorial reform using the example of
the Ak- Talinsky district , as well as on the management and use of forests growing outside the State Forest Fund (SFF)
and specially protected natural areas (SPNA) in target areas.
• Control forests high environmental values (HCVF): Developed step by step management By identification ,
management and monitoring of HCVF. HCVF concepts are integrated into forest codes and standards For certification

Sub-result 3.3 : Environmental protectionLocal initiatives:
Consultative meetings with MPRETN and the Institute of Biotechnology at the National Academy of Sciences of the Kyrgyz
Republic began discussions on the creation of a training center for the detection and identification of living modified
organisms .
Pesticide management has been improved: construction has begun on two central storage facilities for obsolete
pesticides , one of which will be completed in mid-2024. Continuation of laboratory and field tests on phyto- and
bioremediation of soils contaminated with pesticides.
Conducted inventory biodiversity and identification land users for 17 reserves in Western Tien Shan . Clarified external
borders of 12 reserves , which allowed expand zone protection ( will affect on indicator protected area area ) .
Trainings on natural resource management, forest and pasture use , and policy development were conducted in 4 target
districts, reaching a total of 413 people, of whom 26% were women and 24% were youth.
Snow leopard conservation initiatives : collection and analysis of data on the population in the Western Tien Shan; update
area map; Recommendations for installing camera traps have been adopted ; A course on the ecology and conservation of
the snow leopard has been developed.

Empowering local communities through grant funds to implement 744 micro-projects (with 60% women
participation).
Installation of an automatic barrier with modern computer equipment in Sary- Chelek state nature reserve as a
measure to control the flow of visitors
Creation of public councils in the SNP Alatai and SNP Kanachuu , as well as strengthening the capacity of
community rangers through specialized training and provision of necessary equipment.
Infrastructure projects were implemented in the Alatai and Kan-Achuu state natural parks (SNP), including the
construction and equipping of two administrative buildings and three ranger lodges .

Sub-result 3.4: Disaster Risk Management- The Implementation Plan for Stage II of the National Concept for DRR was approved as part of the implementation of
the Sendai Program.
- Support for reporting under the Sendai Framework: Help all five Central Asian countries report on national progress in
disaster risk reduction through the Sendai Monitoring Framework , promoting transparency and accountability.
- Development of a regional DRR strategy: Development of a regional DRR strategy for 2022-2030 and an action plan for
its implementation in 2022-2023, laying a strong foundation for coordinated regional action on disaster risk reduction.
- 3 avalanche monitoring stations were put into operation in Naryn and Jalal-Abad regions to increase the effectiveness
of early warning of emergencies for the population ( coverage of more than 70 thousand ) and critical infrastructure
and 2 fire and rescue service stations in Cholpon-Ata and Osh with coverage of 100 thousand local population
(excluding tourists).
- Implementation of new technologies and updating of national disaster monitoring systems in the Ministry of
Emergency Situations using modern software and hardware, including satellite data, to monitor outburst lakes (GLOF).
Supporting the scientific potential of Kyrgyzstan and Kazakhstan in assessment, modeling and mapping, risk
assessment GLOF Ala-Archa, Ton, Tosor .
- Integration of the digital climate hazard monitoring system, Platform for Real-time Impact and Situation Monitoring
(PRISM), into the national disaster risk monitoring system continued , ensuring data interoperability across multiple
agencies

Sub-result 3.4: Disaster Risk Management- Create an adapted risk profiling methodology ( Aravan district) that can be replicated in other target areas, increasing
the effectiveness of adaptation measures, which includes mapping and identifying risk areas for key livelihoods,
providing a science-based approach to supporting communities in adaptation to climate change.
- Development of community-based early warning systems and preparedness plans for communities in the Fergana
Valley, which enhances local disaster response capabilities
- A project has begun to create a local early warning system in the village of Aksai: schoolchildren and parents will
receive notifications to prepare for and evacuate in emergencies.
- High-level conference on transboundary climate risks and early warning , bringing together more than 160 participants
from more than 18 countries.
- Some 19,854 teachers strengthened their knowledge of disaster risk reduction in schools. Some 971,869 children
improved their knowledge and skills in disaster risk reduction related to disasters.
- 600 schools are equipped with tools and equipment to combat the consequences of emergencies to ensure the safety
of schoolchildren and staff. 460 schools are equipped with hygiene products to improve hygiene levels among
schoolchildren. Some 1,544 schools developed and updated preparedness plans and conducted emergency drills.
- 11,753 households, about 60 thousand people from vulnerable groups of the population were supported in
emergency situations and the food crisis.
- 302 infrastructure assets ( irr. canals , bridges, etc.) were built or rehabilitated.
- 13 projects have been implemented aimed at reducing the negative impact of uranium legacy and improving socioeconomic conditions for more than 25 thousand people living near uranium tailings dumps

Sub-result 3.4: Disaster Risk ManagementImproved knowledge and skills on the Minimum Initial Reproductive Health Service Package for 122 health care
providers through training of trainers (32) and a series of trainings (90).
Developed, tested and approved two courses on humanitarian situations at the Kyrgyz State Institute of
Postgraduate Education in Medicine with the provision of credit hours and capacity building: psychological
assistance to women with reproductive losses in emergency situations and practical and clinical provision of
services related to sexual violence in emergency situations.
Facilitate the development of digital health tools such as a laboratory information management system, a digital
early warning platform , a registry of major diseases, an assigned population system and a national indicator
platform to ensure a comprehensive response to COVID-19 and the continuation of essential health services
of the national coordinator of the IHR (International Health Regulations) in forecasting threats and responding
to emergencies
